Although in some senses the community is very active it appears that meaningful community participation in and influence over any strategic regeneration of the area is limited.

Such development is hindered by a number of factors including:
• remoteness of strategic decision making;
• funding procedures being bureaucratic, complex and project based;
• weakness of community networks;
• attitude of some of the more powerful stakeholders.
